The Dresden Regional Parliament is a milestone in the city's urban landscape: the result of a bold decision to construct a new building rather than move the Parliament into one of the city's old Baroque palaces.

Peter Kulka: Dresden Regional Parliament The work in the open area created between the new and the old building was particularly limited, but had a positive impact nonetheless: the outcome is a flat courtyard surrounded by isolated plane-trees and ornamented by an installation by Canadian David Rabinovitch formed of three steel plates culminating in a raised stone platform.

In Kulka's work awareness of function is evident without recourse to spectacular effects; it is a building that speaks the language of our times, rising to the level of symbol of democracy.
